Supportive Housing Solutions in Indianapolis

Since 1993, Partners in Housing Development Corporation (PIH) has been a trusted leader in providing supportive, affordable housing for individuals and families experiencing chronic homelessness and housing instability in Marion County, Indiana. As one of the first organizations in Indianapolis to implement the Housing First model, PIH has long championed the belief that everyone deserves a safe, stable place to call home.

By pairing permanent housing with individualized, strength-based supportive services, PIH has helped transform the local response to homelessness. Our evidence-based approach addresses the root causes of housing instability and consistently achieves long-term outcomes for individuals and families at highest risk of homelessness, hospitalization, or involvement with crisis systems.

Demonstrated Impact

Each year, PIH serves nearly 2,000 residents - centering client choice and personalized support to help individuals not only secure housing but remain stably housed over time. Since our founding, PIH has housed over 5,000 households and maintains a 90% housing retention rate annually.

We currently operate 11 properties across Indianapolis, offering more than 600 units of affordable, supportive housing. In addition, PIH provides stability services to residents of RDOOR Housing Corporation’s 16 affordable housing communities. Over 80% of residents engage in supportive programming, and the majority report improved stability, reduced hospitalizations, and a renewed sense of purpose. PIH’s commitment to safe and affordable housing, support services access, and community connection is central to its lasting impact and to advancing housing justice in Marion County.

Meeting a Growing Need Through Capacity Building

On any given night, more than 1,800 people in Indianapolis are unhoused—a number that continues to grow. Widespread eviction, stagnant wages, and the severe shortage of affordable housing are driving this crisis. At the same time, aging housing infrastructure, rising operational costs, and a shifting federal funding landscape require new and creative approaches to sustainability. To continue delivering high-quality, supportive housing and services, PIH must invest in its operational capacity, diversify funding streams, and strengthen internal systems that support long-term resilience.
